New network management system for the Stedendriehoek Region
Long-standing partnership extended for another ten years
The municipality of Deventer was one of the first users of MobiMaestro and has been working with our traffic management platform for many years. Apeldoorn has also been using MobiMaestro for quite some time through its collaboration with Deventer. This successful partnership is now being extended with a new ten-year agreement with the Stedendriehoek Region, a partnership of eight municipalities. Deventer, Apeldoorn and Zutphen are taking the next step in regional traffic management with the implementation of a network management system (NMS). The system provides a single central environment for traffic monitoring, traffic management and technical management. The NMS will form the foundation for data-driven traffic management throughout the region. In time, all municipalities in the Stedendriehoek Region will join the NMS.
The challenge: data-driven traffic management and coordinated management of public space
The Stedendriehoek Region wants to make greater use of network management. This means gaining more insights from data, improving coordination between municipalities and creating more opportunities to connect traffic management with broader challenges in public space. The new NMS is intended to contribute to better accessibility, livability and road safety. The platform also needs to be flexible enough to evolve as new insights emerge. New national standards must be easy to integrate. Developments in the digitalization of traffic management, city management and Smart Mobility are also moving quickly, and the NMS needs to adapt smoothly to these changes.

MobiMaestro’s strength lies at the intersection of traffic management and digital management of public space. The NMS builds on this foundation and offers ample scope for further development.
The platform brings together traffic data from many different sources and supports traffic professionals in both operational traffic management and tactical and strategic analysis. This creates a single environment for monitoring current traffic conditions, activating measures, evaluating the effects of those measures and supporting the digital management of public space.
The NMS for the Stedendriehoek Region supports three main processes:
- traffic monitoring based on current and historical data;
- traffic management using traffic management scenarios for the rapid and targeted deployment of measures;
- technical management of all connected assets and systems.
The NMS will be provided entirely as a service. All modules are accessible through a web browser. Technolution will take care of implementation, migration of existing assets, hosting, management, maintenance and support throughout the full ten-year contract period.
Working together across municipal boundaries
In time, the other five municipalities in the Stedendriehoek Region will also join the system. Regional collaboration is the guiding principle, and traffic information can be shared securely. At the same time, each municipality retains control over its own assets and data. This creates a single regional view of traffic conditions without compromising management responsibilities or information security.
Ready for the next step
The NMS for the Stedendriehoek Region is being developed as an open platform based on MobiMaestro Next. It can easily connect to national standards and external systems such as NDW, Melvin, Diego and George. This allows the Stedendriehoek Region to add new data sources, traffic management applications and Smart Mobility solutions with ease.
The NMS also provides scope for further development toward predictive traffic management, multimodal analysis and AI-assisted decision-making. In this way, the system can evolve alongside the region’s needs and developments in traffic management.
